The Philippine Development Crisis: Learning from East Asian Countries

Title: The Philippine Development Crisis: Learning from East Asian Countries
Authors: Lanzona, Leonardo A.; Singh, Lakhwinder; Singh, Sukhpal
Abstract: The main aim of this special issue introduction is to develop the conceptual framework to contextualize the contributions and develop the idea why some countries like Philippines fall into the middle-income trap and why others are able to pass through the trap. The six articles presented in this issue are novel and unravel factors such as corruption, agriculture, education, labour market, technological progress and R&D policies that inhibit the sustained rise in the GDP. To achieve sustained growth and move out of the middle-income trap, the
policy suggestions based on major findings are anti-corruption reforms, agricultural reforms, education reforms, labour-market-related policies, technological transformation and restructuring R&D policies. The policy change is outlined to offset the public goods used by the political elite to nurse their constituencies and
to remove the inefficiencies of the markets in the allocation of resources to make the Philippine economy dynamic.

Title: Economic Development of Punjab: A Strategy for Making Punjab’s Economy Dynamic
Authors: Gill, Lakhwinder Singh; Shergill, Baldev S.
Abstract: The development pace of the Punjab economy has moved from a fast growing to a slow
growing economy. This has generated a concern for investigating the long-term dynamics
of the Punjab economy. In this paper an attempt is made to examine these long-term
dynamics of the Punjab economy with the perspective of tracing the historical and current
factors responsible for generating constraints that limit the growth processes. A political
economy approach is adopted to understand the dynamics of Punjab’s economic
development and attempt is made to identify policy lessons to elevate the constraints for
an inclusive and sustainable economic development of Punjab economy.

Innovations, Structural Transformation and Employment across Space and Time

Title: Innovations, Structural Transformation and Employment across Space and Time
Authors: Singh, Lakhwinder
Abstract: Innovation triggered economic transformation of an economy has a far-reaching implication for employment opportunities. In this paper, an attempt is made to understand the historical patterns of economic transformation across space and time. The underlined theory of structural change is reviewed to identify the causes
of successful economic transformation for learning lessons to enact public policy for a developing economy such as India. The stylised facts emerging from the west-ern developed countries are reinterpreted for understanding the empirical regulari-ties, which are supplemented from the recent experience of the newly industrialised
countries of East Asia. It is abundantly evident that there are differential impacts of innovation driven by structural transformation on employment. This requires a suit-able design of public policy that changes the infrastructure both hard and soft as per the stage of economic development to draw substantive advantages. From empirical
evidence and informed debate on the India’s structural transformation shows that industrialisation is required for attaining the level of a developed country status. However, the complementarity of manufacturing and services economic activities can be harnessed for faster, inclusive, sustainable development, and employment growth.

Queering Kumbh Mela Kinnar Akhada, the World’s First Transgender Hindu Spiritual Order

Title: Queering Kumbh Mela Kinnar Akhada, the World’s First Transgender Hindu Spiritual Order
Authors: Goel, Ina
Abstract: This paper examines the emergence of the Kinnar Akhada, a monastic order of hijras (a “third” gender community), at the 2019
Kumbh Mela in India. Their groundbreaking participation in one of the world’s largest pilgrimage festivals challenged the conventional
patriarchal dominance of Hindu religious practices, marking a significant moment in the history of the Kumbh Mela and highlighting
the evolving nature of religious traditions and the growing visibility of transgender communities. By examining the impact of this
participation, this paper aims to shed light on and bring out the contradictions in the changing dynamics of gender, religion, and social
inclusion in contemporary India.
